What plant on bottom ? Have them beginning to spring up now. Seems like daffodils each year but no flowers or scallions.
Those are Daffodils , Carl. Sometimes they send up leaves but no flowers if they get too crowded or don’t have enough sun. If you don’t have flowers this year , you might dig up the clumps , divide and replant the bulbs , and watch for flowers next spring ☺
